La Municipalidad de la Ciudad de Buenos Aires comenzó la expropiación de todas las propiedades ubicadas sobre la referida traza, esta acción por parte de la municipalidad fue muy resistida por los propietario que fueron obligados a entregar sus propiedades a un precio vil muy por debajo del valor del mercado en nombre del progreso.

Debido a que el municipio no contaba con los instrumentos legales y financieros suficientes para llevar adelante la construcción, esto trajo efectos negativos en el desarrollo de la zona céntrica que se degradaba a medida que los edificios expropiados eran abandonados y demolidos.
